Course Introduction

The Competitive Bidding – Bid Evaluation Workshop is a three-day training that focuses on the bid principles, evaluation procedures, bid evaluation report and the powers, functions, and processes of the Bid Evaluation Committee as part of the integrated Public Sector Bid Committee System. The evaluations of quotations will also be considered during this training.

Course Objectives

Participants will be equipped with the knowledge, skills, and tools to apply effective acquisition processes to evaluate quotations and competitive bids by effectively applying the required evaluation and selection processes including the recommendations in the report to Bid Adjudication Committee.

  • Purpose of Bid Evaluation

  • Principles in Bid Evaluation

  • Bidding Procedures under Competitive Bidding

  • Legal statutes regulating Bid Evaluation:

    • SCM TR + MATR

    • Constitution of the Republic of South Africa;

    • Preferential Procurement Policy Framework Act (PPPFA);

    • Municipal Finance Management Act (MFMA);

    • Construction Industry Development Board Act (CIDBA);

    • Broad-based Black Economic Empowerment Act (BBBEE)

Bid Evaluation Procedure

  • Step 1: Opening and Preliminary Examination of Bids

  • Step 2: Determination of Substantial Responsiveness of Bids

  • Step 3: Detailed Evaluation of Price Bids

  • Step 4: Confirmation of Qualifications and Recommendation for Contract Award

  • Preparation of Bid Evaluation Report

Effective Procurement Planning

Overview of the Public Sector procurement process

  • Analyse the elements of the Supply Chain Model with reference to the procurement system.

  • Identify the key role players in the procurement system.

  • Consider the regulatory framework applicable to public sector procurement.

Brief overview of Bid Specification Process for Goods and Services

  • Specifications for goods and terms of reference TOR for services.

  • Approaches to sourcing

  • Sources of potential supplier information

  • Determine if there will be any pre-qualification of suppliers.

  • Decide on criteria that will be applied for supplier appraisal and final evaluation.

  • Will functionality be used as criterial for selection of the supplier?

  • If so, what will the criteria and sub-criteria be to evaluate the supplier and what will be the minimum qualifying score that will be applied?

Administrative responsiveness preliminary evaluation by SCM Acquisition Unit

Bid Evaluation Process

  • Composition of the Bid Evaluation Committee

  • Powers and functions of the Bid Evaluation Committee.

  • The practical evaluations of the bids applying the predetermined criteria of the Bid Specification Committee.

    • Determination of whether a bid is responsive or not.

    • Apply functionality criteria if applicable to determine if the bidder obtains minimum qualifying score.

    • Calculate the 80/20 or 90/10 applying the formular and requirements of the Procurement Regulations 2022 to all responsive bids.

  • Bid Committees recommendations report to Bid Adjudication Committee

  • Case studies and review questions
