A social and labour plan (SLP) is a critical document mining companies must submit to the Department of Mineral Resources (DMR) as part of their mining rights applications. It details commitments to benefit communities and workers, becoming legally binding upon approval. An SLP outlines a company’s intentions for community and workforce support, detailing the methods and timelines of these initiatives.
Prospen Africa recognizes the mining industry’s pressure to develop and implement SLPs to enhance employment and promote socio-economic development while mitigating mining’s adverse social impacts. Despite many media reports of unfulfilled commitments, amendments to the MPRDA Regulations now mandate stakeholder engagement before finalizing SLP submissions, ensuring community input on SLP implementation.
An objective of the MPRDA is that the SLP must be an instrument to drive and support transformation and sustainable development. The SLP must address transformational structures, including Local Economic Development strategies, Skills Development initiatives and Employment Equity issues to facilitate socio-economic and workplace change and support sustainable development.
