Roads and highways are the primary means of travel and trade among communities, and they play a vital role in integrating economic activities into local life. Civil infrastructure systems represent huge public investments and are expected to provide services for very long periods of time. The road sector faces huge challenges. To minimise downtime of roads for maintenance activities, the overall quality of road construction has to be upgraded.

The time slots available for repair and rehabilitation works are becoming tighter and tighter, which means that maintenance techniques have to speed up. Proper road construction and maintenance contributes to reliable transport at reduced cost, as there is a direct link between road condition and vehicle operating costs.
