Good policy analysis is only half the job — policies fail most often at the point of implementation, when good ideas meet real organisational constraints without the practical instruments to carry them through. This Policy Development and Implementation Toolkit Workshop gives public sector policy officers and implementation teams a working toolkit: real templates, frameworks, and instruments they build and take away during the course itself, rather than theory to apply later. Every session ends with a completed or near-completed artifact directly usable in participants’ own departments.
By the end of this Policy Development and Implementation Toolkit Workshop, participants will have built:
A policy brief template tailored to their own department’s approval process
An implementation roadmap covering phasing, resourcing, and key milestones
A stakeholder engagement matrix identifying who needs to be consulted, informed, or approve at each stage
A monitoring and evaluation framework with practical, trackable indicators
A basic risk and readiness checklist for anticipating implementation obstacles before they occur
This Policy Development and Implementation Toolkit Workshop is best suited for:
Public sector policy officers and planners responsible for turning policy into action
Implementation and programme management teams in government departments and municipalities
Graduates of Prospen’s Policy Development and Management Training or Public Administration, Policy Analysis, and Governance Workshop seeking a practical follow-on
Monitoring and evaluation officers supporting policy rollout

The Fraud Risk Management training was clear, practical, and very relevant to day-to-day work. Content was well structured and the real world case studies made concepts easy to apply. Presenter knowledge and engagement kept the session interactive. Overall a valuable program that strengthened my understanding of fraud detection, prevention, and regulatory requirements.
