  • Governing legislation: PFMA/MFMA, PPPFA, GIAMA, and sector-specific Acts
  • The current Preferential Procurement Regulations, 2022 (the 2017 Regulations were repealed and are no longer in force)
  • The draft General Public Procurement Regulations, 2026: the incoming multi-criteria evaluation matrix and tiered thresholds
Building the Asset Register
  • Features, composition, and minimum requirements of an asset register
  • Recording and maintaining assets: bar-coding, verification, valuation, and depreciation
  • Specifications and functionality as an evaluation criterion

DAY 2 — Financial Treatment, Maintenance, and Disposal

  • The current Preferential Procurement Regulations, 2022 (the 2017 Regulations were repealed by the Constitutional Court and are no longer in force)
  • The draft General Public Procurement Regulations, 2026, under the Public Procurement Act, 2024: a new multi-criteria evaluation matrix requiring a minimum 70% score in functionality, capability, and preference, and a new tiered threshold structure for set-asides, pre-qualification, and mandatory subcontracting
