Course Introduction

Public money is spent mostly through procurement, and procurement is where most irregular expenditure, audit findings, disputes, and corruption cases begin. The bid committee system is the control point. Three committees, the Bid Specification Committee (BSC), the Bid Evaluation Committee (BEC), and the Bid Adjudication Committee (BAC), each have a defined composition, role, and set of duties. When they work as intended, tenders are fair, defensible, and good value. When they do not, the officials involved carry personal and institutional consequences.

This three-day workshop covers the bid committee system within the supply chain management (SCM) models of the Public Finance Management Act (PFMA) and the Municipal Finance Management Act (MFMA). Participants learn the elements of SCM, the legal framework, and the composition, roles, responsibilities, delegations, and meeting procedures of each committee. They practise drafting specifications and terms of reference, evaluating bids, calculating price and specific goal points under the Preferential Procurement Regulations, and writing evaluation reports and adjudication recommendations. The workshop also covers contract management, including deviations, price adjustments, and extensions of scope or period, and the consequences of non-compliance.

Course Objectives

By the end of this PFMA, Supply Chain Management and Bid Committee System workshop, participants will be able to:

  • Describe the components of supply chain management: demand management, acquisition management, logistics management, disposal management, performance management, and risk management
