Course Introduction

The BBB-EE Fundamentals is an introduction of all the elements in the Amended BBB-EE Codes of Good Practice and focus on the following key course outcomes:

  • To simplify the guidelines aligned to the YES initiative, Ownership, Management Control, Skills Development Enterprise and Supplier Development, and Socio-economic Development elements of the Amended BBB-EE Codes of Good Practice.

  • References to apply the calculations for each of the elements in the BBB-EE Scorecard. However, no calculations are included in a Basic Course to determine the score aligned to a specific Measurement Criteria.

  • To explain the interpretational issues in the BBB-EE Industry.

With the Understanding the Amended BBB-EE Codes: BEE Fundamentals workshop, we simplify the BBB-EE Codes of Good Practice through an understandable presentation where we promote questions and discussion. We also cover many of the interpretive issues that are faced in real-world implementation along with ways that these can be dealt with.

  • Flow-through Principle

  • Modified Flow-through Principle

  • ESOPS

  • Equity equivalent

2.Management Control (including Employment Equity) with the significance to:

  • Allocation of Occupational Levels across the Measured Entity

  • Impact of the Economic Active Population (EAP) target

3.Skills Development with the significance to:

  • What constitute as Skills Development Expenditure

  • Basic understanding of the Skills Development Learning Programme Matrix (category A to G programmes)

  • Impact of the Economic Active Population (EAP) target

  • Understanding different youth development learning options

  • 15% limitation of Skills Development Expenditure on category F&G (informal Learning Programmes) and related training cost

4.Preferential Procurement sub-elements with the significance to:

  • What constitutes as Recognised Supplier Expenditure

  • What constitutes as a valid BBB-EE Certificate or Affidavit

  • Understanding how to calculate the Total Measured Procurement Spend

  • Understanding the importance of Import Substitution Plan

  • Understanding Empowering Supplier criteria

5.Enterprise Development & Supplier Development sub-elements with the significance to:

  • Qualifying Beneficiary criteria

  • What constitutes as a Recognisable contribution.

  • Impact of the Benefit Factor Matrix

6.Socio-economic Development with the significance to:

  • Qualifying Beneficiary criteria

  • What constitutes as a Recognisable contribution.

  • Impact of the Benefit Factor Matrix

  • Interpretational issues in the BBB-EE industry.

  • Supporting documentation to recognise the claims under the BBB-EE Scorecard
