Course Introduction

BEE Fundamentals introduces all the elements of the Amended B-BBEE Codes of Good Practice, focusing on the following key course outcomes: 

  • Simplifying the guidelines for the YES initiative, Ownership, Management Control, Skills Development, Enterprise and Supplier Development, and Socio-Economic Development elements of the Amended B-BBEE Codes of Good Practice 
  • Providing reference points for how each element’s scorecard calculation works (this basic course does not walk through full calculations against specific Measurement Criteria) 
  • Explaining common interpretational issues in the B-BBEE industry 

This workshop simplifies the B-BBEE Codes of Good Practice through an accessible presentation that promotes questions and discussion. It also covers many of the interpretive issues faced in real-world implementation, along with practical ways to work through them.

2. Management Control (Including Employment Equity)
  • Allocation of occupational levels across the measured entity
  • The impact of the Economically Active Population (EAP) target
3. Skills Development
  • What constitutes Skills Development Expenditure
  • The Skills Development Learning Programme Matrix (Category A to G programmes)
  • The impact of the EAP target, and youth development learning options, including alignment with the YES (Youth Employment Service) initiative
  • The 15% limitation on Skills Development Expenditure for Category F & G (informal learning programmes) and related training costs
4. Preferential Procurement
  • What constitutes Recognised Supplier Expenditure
  • What constitutes a valid B-BBEE certificate or affidavit
  • Calculating Total Measured Procurement Spend
  • The Import Substitution Plan, and Empowering Supplier criteria
  • The proposed 2026 amendments to preferential procurement scoring, including a proposed 40% minimum target below which a firm's B-BBEE rating would be automatically downgraded
5. Enterprise and Supplier Development
  • Qualifying beneficiary criteria specific to enterprise and supplier development: black-owned and black women-owned suppliers and enterprises
