Course Introduction

This Employment Equity and Skills Development Masterclass course will equip your Employment Equity and Training Committee Members with the necessary knowledge and skills to meet all the legislative requirements of the Skills Development Act, Skills Development Levies Act as well as the Employment Equity Act, including the Employment Equity Amendment Act’s sectoral numerical targets. 

This Employment Equity and Skills Development Masterclass programme enables managers and consultation forums to work together effectively to ensure a constructive business transformation process.

2-Day Essentials Core Foundations

Reconciliation fundamentals, payroll processing, compliance essentials (including Two-Pot Retirement System and statutory deductions), error detection, and fraud prevention essentials.

Module 6: Overview of the Employment Equity Act

  • The Employment Equity Amendment Act (Act 4 of 2022), effective 1 January 2025, described as the most significant transformation in South African workplace equity legislation in decades, introducing mandatory five-year sectoral numerical targets under Section 15A across 18 national economic sectors, covering the period 1 September 2025 to 31 August 2030 — upheld by the High Court (August 2025), Constitutional Court (March 2026), and Supreme Court of Appeal (March 2026)
  • The revised designated employer threshold: employers with 50 or more employees (or any organ of state, regardless of employee count) are designated employers from 1 January 2025

  • Employment targets for persons with disabilities have increased from 2% to 3% across all sectors under the current sectoral targets
  • Employment Equity Compliance Certificates are now mandatory for all employers seeking to do business with the State, valid for 12 months, with non-compliance penalties able to reach up to 10% of annual turnover
